RTOs have numerous tasks post-registration, including yearly reports, AVETMISS reporting, and marketing compliance. Among these tasks, assessment validation often stands out. While validation has been covered in many discussions, a review of the basics is necessary. ASQA (Australian Skills Quality Authority) describes assessment review as a quality review of the evaluation process.

At its core, validation of assessments is designed to identify which parts of an RTO’s assessment methods are effective and which need improvement. With a proper grasp of its key aspects, validation becomes less daunting. According to Clause 1.8 of the SRTOs 2015, RTOs must ensure their assessment systems, including RPL, comply with the training package requirements and are conducted according to the Principles of Assessment and Rules of Evidence.

The rules require two types of validation. The primary type of validation of assessments guarantees adherence to the requirements of the training package within your organisation's scope. The second validation ensures that assessments adhere to the Principles of Assessment and rules of evidence. This suggests that we perform validation both before and after the assessment. - Assessment Tool Validation: Also called pre-assessment validation or verification, is related to the initial part of the rule, focusing on ensuring all unit requirements are met.
- Post-Assessment Validation: Pertains to the execution, guaranteeing that RTO assessments adhere to the Principles of Assessment and Rules of Evidence.

When to Conduct Assessment Tool Validation

The aim of validating assessment tools is to ensure that all components, performance criteria, and evidence of performance and knowledge are covered by your assessment methods. Therefore, whenever you obtain new training materials, you must carry out assessment tool validation before allowing students to use them. There's no need to wait for your next scheduled validation. Validate new tools immediately to ensure they are fit for student use.

Nevertheless, this isn't the only time to do this type of validation. Conduct assessment tool validation also when you:

- Amend your resources
- Expand with new training products on scope
- Compare your course with training product updates
- Identify your learning resources as a risk during your risk assessment

The Australian Skills Quality Authority employs a risk-based approach for regulating RTOs and expects regular risk assessments. Therefore, student complaints about learning resources are an ideal time to conduct assessment tool validation.

What Training Products Require Validation

Note that this validation ensures compliance of all training materials before student use. All RTOs must validate materials for each unit.

Resources Needed to Start Assessment Tool Validation

To validate your assessment tools, you will need the complete set of your learning resources:

- Mapping Tool: The first document to review. It identifies which assessment tasks meet course unit requirements, helping with faster validation.
- Student Workbook: Ensure it is suitable as an RTO assessment validation checklist assessment tool during validation. Check if guidelines are clear and response areas are sufficient. This is a common issue.
- Assessor Guide/Marking Guide: Also check if instructions for evaluators are sufficient and if clear criteria for each evaluation item are provided. Clear criteria are crucial for reliable assessment outcomes.
- Other Related Resources: These may include lists, logs, and forms designed separately from the workbook and assessor guide. Validate these to ensure they match the assessment task and address subject requirements.

Validation Panel

Standard 1.11 specifies the requirements for panel members. It states assessment validation can be performed by one or more people. However, RTOs usually ask all educators and assessors to participate, sometimes including field experts.

Collectively, your assessment validation panel must have:

- Vocational Competencies and Up-to-date Industry Skills relevant to the unit under validation.
- Updated Knowledge and Skills in Vocational Training.
- Either of the following training and assessment credentials:
- TAE40116 Certificate IV in Training and Assessment or its successor.

Principles of Assessment

- Fairness: Is equal opportunity and access provided to everyone in the assessment process?
- Adaptability: Does the assessment offer various options to demonstrate competence based on different needs and preferences?
- Accuracy: Is the assessment an accurate tool for evaluating the required skills and knowledge?
- Dependability: Are the assessment results consistent regardless of who conducts the training?

Guidelines for Evidence

- Appropriateness: Is the evidence relevant to the skills, knowledge, and attributes described in the unit of competency?
- Adequacy: Does the evidence adequately demonstrate the required skills and knowledge?
- Originality: Is the evidence genuine and truly representative of the candidate's abilities?
- Relevance: Are the assessment tools based on current units of competency and up-to-date industry practices?

Key Considerations for Assessment Validation

Pay attention to the tasks in the unit specifications and ensure they are addressed by the assessment task. For example, in the unit CHCECE032 Nurture babies and toddlers, one performance criteria asks students to:

- Change nappies
- Prepare and feed bottles, clean feeding equipment
- Prepare and give solid food to babies
- Respond appropriately to baby signs and cues
- Prepare babies for sleep and help them settle
- Supervise and support age-appropriate physical activities and motor development

Typical Mistakes

Having students describe the nappy-changing process for babies under 12 months old doesn’t directly meet the unit requirement. Unless the unit requirement is meant to assess underpinning knowledge (i.e., knowledge-based evidence), students should be doing the tasks.

Be Careful with Plurals!

Pay attention to the frequency. In our example, one of the unit requirements of CHCECE032 Baby and Toddler Care requires the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just one baby does not fulfill the requirement.

Full Competence or Not Competent

Pay attention to itemized requirements. As mentioned earlier, if students only complete half the tasks, it’s out of compliance. Each assessment item must address all requirements, or the student is not competent, and the assessment method is out of compliance.

Can You Be More Specific?

Each evaluation task must have clear and specific standard answers to guide the assessor’s evaluation on the student’s competence. Therefore, it’s crucial that your directions do not confuse students or evaluators.

Avoid Double-Barrelled Questions

Not using double-barrelled questions makes it more straightforward for students to respond and for evaluators to accurately judge student competence.

Considering these requirements, you might wonder, “Do resource developers offer guarantees for audits?” However, with these assurances, you must wait for an audit before they help rectify noncompliance. This affects your compliance history, so it's better to take a preventative and compliant approach.

By following these guidelines and understanding the assessment principles and rules of evidence, you can ensure that your assessment methods are reliable with the standards established by ASQA and the SRTOs 2015.
